[6:11 PM 5/12/2012] :: talked to parental guardian unit for more clarity on "fail". basically, if the kid remained in current school district parentals knew he couldn't handle load; put him back a year. however, outside tutoring helped him catch up — yai me, thinks the kid, he could escape special ed. not so fast champ. getting discouraged, why should he keep trying so hard if it made no difference? another parent told me their kid went to school all day, tutored for 2+ hours, then studied until 9pm. every school day. their grades improved substantially, the school did nothing.

mother of all IEPs idea (school retests & outside testing) nails down all issues. outside tester can match the kid to best fit school. here's the political: each district, i was told, gets 10K per student. if a kid leaves the district for a best fit situation that money goes with him.

from my understanding, the kid goes to best-fit school, whether he's left behind or not depends on testing.

some incidentals: {1} college gender gap. more girls attending/finishing college than boys. whazzup? {2} are students bussed from other districts getting classified incorrectly as misfits, troublemakers, etc? if yes, this loops back to the political 10K and how it's being deployed to custodialize (and therefore not teach) at-risk kids.
