On August 3, 1981 nearly 13,000 of the 17,500 members of the Professional Air Traffic Controllers Organization (PATCO) walked off the job, hoping to disrupt the nation's transportation system to the extent that the federal government would accede to its demands for higher wages, a shorter work week, and better retirement benefits. At a press conference in the White House Rose Garden that same day, President Reagan responded with a stern ultimatum: The strikers were to return to work within 48 hours or face termination. {August 3, 1981} Let me make one thing plain. I respect the right of workers in the private sector to strike. Indeed, as president of my own union, I led the first strike ever called by that union. I guess I'm maybe the first one to ever hold this office who is a lifetime member of an AFL - CIO union. But we cannot compare labor-management relations in the private sector with government. Government cannot close down the assembly line. It has to provide without interruption the protective services which are government's reason for being.

It was in recognition of this that the Congress passed a law forbidding strikes by government employees against the public safety. Let me read the solemn oath taken by each of these employees, a sworn affidavit, when they accepted their jobs: "I am not participating in any strike against the Government of the United States or any agency thereof, and I will not so participate while an employee of the Government of the United States or any agency thereof."

Comments: Part of the double discovery with 1996 MB. After our observed arc reached seven days, the MPC identified our discovery with 1981 WC, an asteroid discovered in November of 1981 by a Mr. Furuta, an amateur astronomer from Japan. His asteroid was well observed when first discovered, but no one appears to have observed it for the next fifteen years. His asteroid was considered "lost". We recovered his asteroid more than a degree from it's predicted position. Mr. Furuta will get to name this asteroid eventually, and is the true discoverer, but we'll keep it in our discovery tally, because at the time, it was our discovery! We intend to keep observing this asteroid, and help Mr. Furuta meet the criteria needed to assign a permanent number and name to this asteroid. In a sense, it's our baby too!

Epilog: On July 4, 1997, we recovered WC in the pre-dawn darkness, about an arc-minute from its predicted position. We continued to track it for the next five months, and have even determined a preliminary rotation period of ~4.8 hours. The after our 1997 recovery, the MPC found another observation between 1996 and 1981, making WC a four opposition asteroid. In November of 1997, we were delighted to learn that WC had become a permanently numbered asteroid: 7992. [+]

7992 Yozan (1981 WC)

Classification: Main-belt Asteroid. Discovered 1981 Nov. 28 by T. Furuta at Tokai [Toshimasa Furuta?]. Uesugi Yozan (1751-1822), the ninth lord of Yamagata prefecture's Yonezawa Castle, was the greatest ruler of his clan. His rule led to economic recovery. He promoted austerity programs, wilderness cultivation, public education, the textile industry and silkworm breeding. [+]

Uesugi Harunori (上杉 治憲; 1751 - 1822) was a Japanese daimyo, the 9th head of the Yonezawa domain (today's Yonezawa and Okitama region). Born in Edo, he was the second son of a daimyo of the Akizuki clan, who controlled part of Hyuga province. His mother was a granddaughter of the fourth head of Yonezawa. His childhood names were "Matsusaburō" (松三郎) and "Naomatsu" (直松). He was adopted by Uesugi Shigesada, then daimyo of Yonezawa, and in 1767 he succeeded Shigesada. After retirement, he adopted the gō, or pen name, Yozan (鷹山).

Today, he is best remembered for his financial reforms, and he is often cited as an example of a good governor of a domain. Yonezawa had been in debt for roughly a hundred years when Harunori took over; Shigesada even considered returning the domain to the shogunate, as a last resort. However, he was convinced by his father-in-law, the daimyo of Owari province, to instead resign as daimyo; it was under these conditions that Harunori came to be daimyo of Yonezawa. He introduced strict disciplinary measures, and ordered the execution of several karō (advisors) who opposed his plans. As a result of various measures he took, Yonezawa became fairly prosperous, and did not suffer much from the famine which swept Japan in the Tenmei era (1781-9). In 1830, less than a decade after Harunori's death, Yonezawa was officially declared by the shogunate to be a paragon of a well-governed domain.

He revealed his views on governance and the role of a feudal lord in a letter to his son Haruhiro:
 • The state (国家, kokka) is inherited from one's ancestors and passed on to one's descendants; it should not be administered selfishly.
 • The people belong to the state; they should not be administered selfishly.
 • The lord exists for the sake of the state and the people: the state and the people do not exist for the sake of the lord.

When I first began studying Pholus, shortly after its discovery in 1992, I meditated on a symbol for it, and the above glyph entered my mind. After I had published a few articles on this new Centaur, Marianne Alexander wrote to tell me that my symbol was remarkably similar to a particular virus known as a T-4 Bacteriophage.....so called because it attacks bacterium by poking a hole into one and inserting its own DNA inside. Due to very limited allotted space, I just touched on the current mundane chart I call Earth-Mars, which suggested that the two years from March 17, 1997 to April 24, 1999 could be a crisis time for the west coast [...] I am watching the asteroid Anza as a possible key to San Francisco since he [+][+] was the first Spanish explorer to spot the bay. Anza is in 27 Libra in this chart, just within my one-degree orb to square Neptune-Sun. [+]
